KGBVs crying for survival
HUNLI, May 22: The Kasturba Gandhi Balika Vidalaya (KGBV) is a Central Govt scheme which was launched in August, 2004 for setting up residential schools at upper primary level for girls belonging to the SC, ST, OBC and minorities in difficult areas. Altogether 48 KGBVs were sanctioned in 15 districts of Arunachal Pradesh which are functioning. Each KGBV school is set up with enrollment of girl children as per the capacity and all these schools are running in rented or owned buildings.
However, delay in fund release by the state Government for past few years by the state government has caused enormous difficulties in running schools in remote area like KGBV Hunli.
KGBV, Hunli is a success story as far as the girl child education is concerned in this remotest corner of the country. In its ninth year, this school is synonymous with accessibility and reliability. The school has strived consistently for the utmost quality and it has been hailed for its endeavour from every corner for providing better support system to the girl children.
Equipped with a dedicated team of teachers and staffs, the KGBV Hunli envisions the spread of education in the hitherto unknown hilly hamlet and the expansion beyond. But the prospect of this vision now hangs in the air due to delayed salary and stipend.
For the past four months this delay has put at stake the future of 100 students, all from very poor background and in dire need of financial security.
Meanwhile, the AAPKGBVTA has pleaded to the state for immediate release of their payment as the reopening date of the academic session knocks the door. The present financial crisis that the Arunachal witnesses cannot be reason, at any cost, to make the scapegoats out of the financially disadvantaged girl children crying out for a ray of hope in the form of KGBV. Any excuse to deny the channeling of funds to these children is not less than clouding the ray that thousands of girl children have built their dreams around.
Irrespective of all sorts of problems the Arunachal Pradesh must act, and act timely to ensure that no risk lies in the way of their future. The only way to that future which we are fond of repeating in discourses is nothing but education. And schools such as KGBVs are the mainstay and the instruments of education. ACL reconstruction surgery at RKMH
ITANAGAR, May 22: Anterior Cruciate Ligament (ACL) reconstruction surgeries were performed on two patients by Dr. Lenin Ligu at Ramakrishna Mission Hospital, Itanagar recently.

ITANAGAR, May 22: On the eve of Solung Lutor Gidee, a Delong competition was conducted by the organizing committee amongst various 'Sirums' (age group) of Yibuk, Rayang, Midland, Agamgite and Gamgu village, Lower Dibang Valley district
The 'Handshake Sirum' (the seniormost sirum), Odum Sirum, Byotem Sirum, Lidor Sirum and Sayang Sirum (as the youngest sirum) participated in the Delong competition.
The focus of the competition was to spread the message of peace, unity and brotherhood amongst the Adi society and people living in the region with message "Our Tradition our Legacy".
During the competition, Parliamentary Secretary, WRD cum local MLA Dambuk constituency Gum Tayeng also witnessed the competition and encouraged for preserving rich cultural heritage and tradition.

50 bedded mother and child wing in Pasighat soon
PASIGHAT, May 22: East Siang Deputy Commissioner Nidhi Srivastava today laid the foundation stone for a fifty bedded mother and child wing at the General Hospital, Pasighat.
DMO Dr. Dubom Bagra informed the DC that a G+1 building would be constructed by the PWD Pasighat division under National Health Mission (NHM). The main objective of establishment of the wing was to create additional beds for mothers and children to reduce maternal and child mortality and to deliver better health service to them.

Electoral officers urged to achieve target under NERPAP
KOLORIANG, May 22: Kurung Kumey deputy commissioner cum DEO Mamata Riba today called upon the ERO's and AERO's to work dedicatedly to achieve the National Electoral Roll Purification and Authentication Programme (NERPAP) 2015 implementation target within their respective jurisdiction immediately by organizing public meetings, issuing circulars and deploying BLO's to collect datas.

ANYA demands stringent punishment
ITANAGAR, May 22: All Nyishi Youth Association (ANYA) vehemently condemned the carelessness of the Power Department that caused loss of four innocent lives in Wak village few days ago.
ANYA appealed to the state government to take stringent action against those responsible for the tragic incident so that such incident does not recur in future. It further demanded termination of the concern EE and other officials for showing negligence towards their duty by not monitoring the settings of electric poles, wiring etc.

AAPETA reiterates demand
ITANAGAR, May 22: The All Arunachal Pradesh Elementary Teachers Association (AAPETA) has reiterated its demand of not deducting the one day salary of state government employees as decided by the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) for Nepal earthquake victims.
In a release, it expressed apprehension that the one day salary if deducted will amount to crores of rupees and would not reach the actual victims.
Further deduction of salary is a clear cut violation of the CCS rule and if this trend goes on with salary deduction every now and then, it will open ways for corruption, it said adding that the donation may be done through individual contribution.

CHANGLANG, May 22: The pending benefits under Janani Surkasha Yojna (JSY) of Changlang district were provided to the beneficiaries today.
A total of 190 beneficiaries out of the total 287 were paid in cash while rest nine were given in cheques.

Stating that the components of ICPS were just an extension of the JJA, the former cop said that component of grants for implementing ICPS in NE states include 10 per cent share by the state government and 90 per cent from the Centre. Referring to improper implementation of ICPS in the country, he reasoned that because of low budget, child protection scheme is a low priority in the country.
"As per the JJA, every district in the country should constitute Juvenile Justice Board (JJB) and Child Welfare Committee (CWC).
The judge for JJBs will be appointed by High Court," he said.
Stressing on the need to appoint child welfare officer and juvenile welfare officer in each police stations, Kanth said that ICPS is a powerful scheme for the children in need of care and protection which, is integrated with legal process. He further stressed on role of the state government to be taken care of juvenile, and said that the state government has a legal responsibility to take care of them by creating proper infrastructures.
Kanth also expressed concern about the presence of only one child helpline among 20 districts of the state and urged the voluntary organisations to play an important role in implementing ICPS in the state.
In his address, IGP Nobin Payeng outlined the role of police in dealing with juvenile crimes and children who are in need of care and protection. Payeng also disclosed that Special Juvenile Police Unit in Arunachal is in paper only and there are no proper infrastructures on the ground.

"Under the ICPS, Arunachal Pradesh State Child Protection Society was registered during June 2012 but no further headway was made," she pointed out.
She said, as per the annual report of the Arunachal Pradesh State Commission for women (APSCW), CWC of Capital complex and Childline Itanagar, there is a growing rise of children in need of care and protection.
"One the most disturbing and a major violation of child's rights is the practice of child marriage which is a norm in many tribes and groups and continues to be so. The total number of child marriage cases as per APSCW from 2011 to 2014 is 49 cases," she pointed out.
"Although there has been a decline with the prevalent laws and Women Commission at its service the state still has many challenges in ensuring the rights of the child.
The State Commission for protection of Child rights is appendage to the State Commission for Women," she said.
"In Arunachal Pradesh child right has been a priority to a certain extent in the field of education and medical facility, however there are many children who still not have the basic rights, a safe home, right to childhood, right to be safe, right to be protected from harm," she added.(with inputs from PTI)

Centre assures to increase minority blocks in state
ITANAGAR, May 22: The Centre has assured to increase the number of minority blocks in Arunachal Pradesh to expand the outreach of the schemes of the Multi Sectoral Development Programme (MSDP) under Union Ministry of Minority Affairs.
While discussing the matter with Union Minister of Minority Affairs Najma Heptullah at New Delhi yesterday, Minister for WCD Wanglin Lowangdong requested the Union Minister to create 22 more MSDP blocks in addition to the existing 26 blocks to which Heptullah assured that the request would be considered after review.
Lowangdong highlighted the need to introduce more schemes under MSDP to uplift the condition of the inhabitants in these blocks.
It may be mentioned that MSDP is one of the leading programmes covering development of all sectors in minority areas.
In another development, Lowangdong called on Union Minister for Women and Child Development (WCD) Maneka Gandhi and had discussions regarding schemes like the Integrated Child Development Scheme (ICDS) and others. He apprised the Union Minister about the difficulties encountered by the State Government in implementing the Child Development Projects and schemes. He requested the Minister to sanction fund for the procurement of vehicles for the different ICDS blocks for easier mobility due to the difficult terrain and the concentration of far flung areas in the State.
Lowangdong emphasised the need for creation and sanction of new ICDS blocks and also appealed for continuing the allocation of fund to WCD department without any curtailment mentioning that the present 90:10 share must be continued in view of the unique development challenges confronting this frontier state. Lowangdong also called on Union Minister of Tribal Affairs Jual Oram and appealed for increasing the allocation for Arunachal Pradesh by the Ministry.
Lowangdong mentioned that Arunachal Pradesh being a cent per cent tribal state should get due benefits towards improving the overall conditions of the local populace. He also appealed for the establishment of another Eklavya Model Residential School (EMRS) in the state under the aegis of the Union Ministry of Tribal Affairs.
Oram was positive and assured that he will expedite the matter. Lowangdong also invited the Union Minister to inaugurate the already established EMRS/ Eklavya School at Lumla in the Tawang at the latter's convenience.

ITANAGAR, May 22: Rewati Jeram, a staff nurse at Arunachal State Hospital (ASH), was honoured with National Florence Nightingale Award in recognition to her service to the humanity with devotion, sincerity, dedication and compassion.
She received the Award from President of India, Pranab Mukherjee on the occasion of International Nursing Day May 12 last.
The National Florence Nightingale Award, established by the Union Health Ministry, is given to the outstanding nursing personnel employed in Central/State/UTs.

Mithi calls for codification of Tribal Customary Laws
ROING, May 22: "Codification of Tribal Customary Laws is a must", said Mukut Mithi, Member of Parliament (Rajya Sabha) at Bolung Musup today.
He was attending a seminar "The Role and Importance of Gaon Burah and Banggo Secretary" by the Kundung Banggo Gaon Burah Kebang at Bolung Musup.
Mithi said that codification of customary laws is a must to maintain uniformity in delivering justice in all places equally. In his speech, he emphasised on preserving and enriching the customary laws which is very effective in dealing with many civil and social problems in our state.
He further informed that the Assam Frontier (Administration of Justice) Regulation
Act, 1945, which is enforced since the British Govt. empowers the GBs with administrative,
judiciary and policing powers and our Gaon Burahs had been living up to the Act

He further said that Adi Kebang Ayon, a set of Adi customary laws published in 2003 which was released in the Adi Baane Kebang Conference at Tuting in 2014 should be preserved and strictly followed. Stating that the Adi Council Hall will pave a new path in the preservation and development of our age old tribal customary laws by the GBs, Perme lauded Mithi for funding the construction of the hall. He also highlighted how the Kebang System came into existence in the Adi Society by narrating the place of settlement/migration of the Adi People since time immemorial.

Extending gratitude to the Arunachal Biodiversity Board and National Biodiversity Authority, Chennai for selecting Ziro to promote biodiversity conservation, he said that the Ziro Plateau can be an apt example for nature conservation.
Trees more than 100 years old are preserved and treated sacred, a single tree felled is replaced by planting another two trees, NGOs in the plateau are working hard to conserve nature he informed and appealed for imbibing these practices throughout the state. He also suggested for replacing the slash and burn practice of agriculture with permanent practices by cultivating cash crops.
Nyilang Tam, Member Secretary, Arunachal Pradesh Biodiversity Board dealt in detail on Biodiversity for sustainable development, the theme for this year's International day for biological diversity. The valued biodiversity of our state is diversely distributed in the areas under the dominance of ethnic communities who use the biodiversity as their prime source of food and other economic activities.
Although they have their indigenous way to conserve and harness the bio resources but with the increasing dependence to meet the growing population there is a need of scientific intervention in the ethnic practices, Tam said pointing out the role of the Arunachal Pradesh Board of Diversity in creating awareness about the importance of the biodiversity.
The technical session saw presentations from Dr B. Sinha, Head of Office, Zoological Survey of India, Rubu Bukar, Chairman, NCDMS, Dr L R Bhuyan, Scientist, SFRI Itanagar and Dr Gyati Yam, Research Scholar, NERIST. Endangered species: perspective to Ziro valley, floral diversity of Arunachal Pradesh and biodiversity conservation through community based natural resources management in Apatani community were the few topics that have been discussed during the technical session.
The prizes to the winners of drawing competition held at VKV Ziro on the occasion were also distributed. Later BMC members from other districts were taken around Ziro for field visit.

RGURSF demands recruitment of Asstt Professors as per UGC norms
ITANGAR, May 22: A delegation of the Rajiv Gandhi University Research Scholars' Forum (RGURSF) today called on Education Minister Tapang Taloh and requested him to recruit Assistant Professors as per the UGC norms.
In a memorandum to the Education Minister, the Forum informed that the numbers of students are increasing every academic year, but the number of the teaching faculties in every department has remained constant without any alteration, the Forum maintained.
The Forum also demanded for early implementation of Rashtriya Uchhtar Siksha Abhiyan( RUSA) in the state so that that unemployed youths with NET/SLET and doctorate holders can be engaged.
While appreciating the Govt, particularly the education department for introduction of Anthropology discipline in the government colleges, the Forum demanded immediate recruitment of faculties in the department of Anthropology.

While responding to the memorandum the minister informed the Forum that the Department is immediately going to recruit one Assistant Professor for the Anthropology and Sociology respectively before the start of new academic session, 2015.
The minister also assured to look into the demand for recruitment of assistant professors in other various disciplines with due consultation of the CM. He also assured to initiate all the matters related to proper implementation of RUSA and the problems of the state libraries simultaneously, the Forum claimed.
Early release of remaining fund for Community Hall demanded

RUKSIN, May 22: The Pasighat West MLA along with officials of the implementing department (PWD) inspected the reconstructed Community Hall at Ruksin village in East Siang recently.
MP Ninong Ering had granted Rs 10 lakh under his local area development fund while local MLA Tatung Jamoh provided another Rs 5 lakh for completion of the building. The community hall was fully reconstructed after dismantling its earlier SPT building.
Officials informed that about 30 percent of the MP's fund and the local MLA's share meant for community hall reconstruction is yet to be released. The Anchal Samiti Member of Ruksin, Nalen Jonnom and contractor concerned demanded both the MP and MLA for early release of the remaining payments.

Obstacle in development
Often people of Arunachal blame politicians and government officials for underdevelopment of the state. It is very convenient for them to pass bucks without ever trying to assess their own contribution in slowing down the development process. Recently a news item which was carried in local media seriously questions the role of citizen in the developmental process. As per the report, locals of Yupia stopped the transport bus service from Naharlagun railway station to Banderdewa and Chimpu.
They stopped bus service claiming that it infringed upon their employment opportunities. Locals started providing taxi and auto service which reportedly is very costly and out of reach of the common men. Due to lack of availability of bus service the railway passengers are suffering. Such behavior is against the spirit of development. Just because they are land donors, the locals have no right to stop the public bus service. It is seen that whenever any development project comes up, the locals in the guise of land donors creates trouble. Such kind of incident has been reported from various parts of state. Instead of becoming partner in the developmental activities, they become big obstacle.

The painted train
Dear Editor,
Through the column of your esteemed daily newspaper, I would like to bring the kind notice of Suresh Prabhu, Union Minister for Railways to the following facts.
The people of Arunachal Pradesh feel very happy & proud when the State has been linked in the Railway map of the country by inauguration of train services front Naharlagun to Guwahati and Naharlagun to New Delhi by Narendra Moci, Prime Minister on the occasion of A.P. Statehood day at Itanagar on 20th February 2015.
But, the reality is far different from what we see. The trains that were provided by the railway Ministry are outdated, unhygienic and not safe to travel. The old trains were painted just to give a new look and started giving service on the said route. It is really very surprising that the Union Railway Ministry totally overlooked the long waited dream of the people to have train connectivity with introduction of old train. The train service is the cheapest form of connectivity for the common people and the corridor for the international and national tourists visiting the State. But running such old & outdated trains on a new line clearly indicated the negligence of the present Central Government towards North East region and its people. How people will travel on such an unhygienic and outdated train having no facilities, whereas trains services in other States excluding North East region have new trains with all the modern facilities and proper maintenance of hygiene.
Till date, the innocent people of this State are not aware of the fact, but if the present Central Government will continue to have such attitude towards us, the people should come together to voice against the Central Government to check the quality of our permanent assets of all sorts of communication in the North East region in general and Arunachal Pradesh in particular.
1 appeal all to come forward for the cause of the well being of the common people and for the development of the State by using social media for constructive and suggestive comments instead of misusing the social media for individual attack and to create communal hatred.

An arrest that was not needed
Dear Editor,
Through the columns of your esteemed daily, I want to vent my anger at the way my father was treated and arrested by the Arunachal Pradesh Police at Changlang, on May 13 based on an FIR filled by 14 Assam Rifles.
My father is Gaon Burah of New Changlang and there is no FIR against him or the village. There is an FIR against GB, New Longri and this village does not exist. This clearly shows that the Police have not done its homework well. The Officer in charge of Changlang Police station should have done his investigation well before sending my father to the lock up.
It is sad and disturbing that Police did not think twice before mentally and physically harassing a well respected Gaon Burah of the district.
Such act needs to be condemned by all sections of society. Now, who will compensate for the pain and trauma my father and others went through because of the over enthusiastic police?

Calls from fake SBI authorities
Dear Editor,
Yesterday a call came in my cousin’s cell phone from an unknown number (7091340117) claiming himself to be an authority of State bank of India(SBI). The mobile application, call detector, suggested that the said fake SBI authority called from Bihar.
He asked my cousin the VC number and other details of ATM to which my cousin innocently furnished out of fear for the cancellation of his SBI’s saving account. Consequently, all his money was washed away from his saving account.
I request the people of Arunachal to stay away and do not entertain such fake calls as SBI do not call his customer in any circumstances. Moreover, I request all the Banks and concerned government authority to create awareness among people through local media and banners for the said reason.
