KGBVs crying for survival

HUNLI,  May 22: The Kasturba Gandhi Balika Vidalaya (KGBV) is a Central Govt scheme which was launched in August, 2004 for setting up residential schools at upper primary level for girls belonging to the SC, ST, OBC and minorities in difficult areas. Altogether 48 KGBVs were sanctioned in 15 districts of Arunachal Pradesh which are functioning. Each KGBV school is set up with enrollment of girl children as per the capacity and all these schools are running in rented or owned buildings.

However, delay in fund release by the state Government for past few years by the state government has caused enormous difficulties in running schools in remote area like KGBV Hunli.

KGBV, Hunli is a success story as far as the girl child education is concerned in this remotest corner of the country. In its ninth year, this school is synonymous with accessibility and reliability. The school has strived consistently for the utmost quality and it has been hailed for its endeavour from every corner for providing better support system to the girl children.

Equipped with a dedicated team of teachers and staffs, the KGBV Hunli envisions the spread of education in the hitherto unknown hilly hamlet and the expansion beyond. But the prospect of this vision now hangs in the air due to delayed salary and stipend.

For the past four months this delay has put at stake the future of 100 students, all from very poor background and in dire need of financial security.

Meanwhile, the AAPKGBVTA has pleaded to the state for immediate release of their payment as the reopening date of the academic session knocks the door. The present financial crisis that the Arunachal witnesses cannot be reason, at any cost, to make the scapegoats out of the financially disadvantaged girl children crying out for a ray of hope in the form of KGBV. Any excuse to deny the channeling of funds to these children is not less than clouding the ray that thousands of girl children have built their dreams around.

Irrespective of all sorts of problems the Arunachal Pradesh must act, and act timely to ensure that no risk lies in the way of their future. The only way to that future which we are fond of repeating in discourses is nothing but education. And schools such as KGBVs are the mainstay and the instruments of education. If timely fund is not released we are playing with the future.( Komini Meto)

 

Ering tours Siang

PASIGHAT, May 22: Peace, unity and reconciliation are crucial for the development of the state, East Arunachal MP Ninong Ering said during his three days tour to Siang district.

Ering reached remote Beging village on foot and also visited Pangin, Riga, Pangkang-Jorkong villages amidst warm reception accorded by the villagers.

On the way to Beging, the MP sanctioned Rs 3 lacs for maintenance of the hanging bridge and inspected the ongoing PMGSY project.

At Pangin, Ering sanctioned Rs 22 lacs Community Hall, Rs 5 lacs for football field development and Rs 2 lacs for drainage system at Riga and while visiting Pangkang-Jorkong, he assured to grant Rs 15 lacs soon for Dere and water supply project.  At all places, the MP called on people to continue living in harmony and enjoy the peace that were essential to create conducive environment for development. He made aware of the beneficial schemes and projects of the state government amidst the massive gathering.

Ering laid stress on skill development, CM's Universal Health Insurance Schemes and various employment generation schemes and stated that everywhere that steps would be taken to make Siang a model district. There would be no dearth of funds to make this mission a success. All basic amenities would be provided at the district on priority, he assured.DIPRO

 

ACL reconstruction surgery at RKMH

ITANAGAR, May 22: Anterior Cruciate Ligament (ACL) reconstruction surgeries were performed on two patients by Dr. Lenin Ligu at Ramakrishna Mission Hospital,  Itanagar recently.

Arthroscopic surgery of the knee is a procedure in which surgeon makes two or three very small key holes in knee and performs operations looking at a TV monitor.

ACL is one of the most common ligaments to get injured in contact sports. Patients can avail this service at an affordable price at RKMH as compared to other Hospitals outside the state.

Osteoporosis is one of the most common ailments affecting the older population. It is weakness of bone due to ageing where bone becomes weak due to lack of calcium. Spine bones are most common and often patients suffer from insufficiency fractures.  Recently another surgery called "balloon kyphoplasty" was also done by Dr. Ligu.

In this procedure a needle is introduced inside vertebra under x- ray guidance and collapsed bone's height is restored by inflating a balloon and bone cement is introduced for internal splinting.

 

Delong competition

ITANAGAR, May 22: On the eve of Solung Lutor Gidee, a Delong competition was conducted by the organizing committee amongst various 'Sirums' (age group) of Yibuk, Rayang, Midland, Agamgite and Gamgu village, Lower Dibang Valley district

The 'Handshake Sirum' (the seniormost sirum), Odum Sirum, Byotem Sirum, Lidor Sirum and Sayang Sirum (as the youngest sirum) participated in the Delong competition.

The focus of the competition was to spread the message of peace, unity and brotherhood amongst the Adi society and people living in the region with message "Our Tradition our Legacy".

During the competition, Parliamentary Secretary, WRD cum local MLA Dambuk constituency Gum Tayeng also witnessed the competition and encouraged for preserving rich cultural heritage and tradition.

The 'Handshake Sirum' was declared as the winning team while Sayang Sirum finished Runners up team.

Prizes to the winner and runners up teams were distributed by Taking Perme and Tobing Lego, president and Secretary of Lidor Sirum.

 

50 bedded mother and child wing in Pasighat soon

PASIGHAT, May 22: East Siang Deputy Commissioner Nidhi Srivastava today laid the foundation stone for a fifty bedded mother and child wing at the General Hospital, Pasighat.

DMO Dr. Dubom Bagra informed the DC that a G+1 building would be constructed by the PWD Pasighat division under National Health Mission (NHM). The main objective of establishment of the wing was to create additional beds for mothers and children to reduce maternal and child mortality and to deliver better health service to them.

Electoral officers urged to achieve target under NERPAP

KOLORIANG, May 22: Kurung Kumey deputy commissioner  cum DEO Mamata Riba today called upon the ERO's and AERO's  to  work dedicatedly to achieve the   National Electoral Roll Purification and Authentication Programme (NERPAP) 2015 implementation target within their respective jurisdiction immediately by organizing public meetings, issuing circulars and deploying BLO's to collect datas.

Riba was addressing the meeting on implementation NERPAP at DEO's office here today in presence of  EROs/ AEROs of Kurung Kumey and Additional Deputy Commissioner, Pania, S. Lowang from Kra Daadi district.  The DC also briefed on the importance of preparing an error free electoral roll.

During the  meeting, the ERO HQ was directed to look into the cause of delay in conducting programme and action taken as per rules so as to minimize communication gap in future.

ANYA demands stringent punishment

ITANAGAR, May 22: All Nyishi Youth Association (ANYA) vehemently condemned the carelessness of the Power Department that caused loss of four innocent lives in Wak village few days ago.

ANYA appealed to the state government to take stringent action against those responsible for the tragic incident so that such incident does not recur in future. It further demanded termination of the concern EE and other officials for showing negligence towards their duty by not monitoring the settings of electric poles, wiring etc.

ANYA appealed to all to be careful to avoid such incident.

Meanwhile, ANYA appealed to the District Magistrate and the GoAP to check influx of illegal migrants in the state, especially in Capital Complex, without valid ILPs.

 

Society questions police integrity

ITANAGAR, May 22: The Londa Welfare Society today questioned the integrity of district police for allegedly failing to arrest the prime accused of 25th February minor girl rape case at Seppa who is still at large. The society brought the matter before the Commissioner Home in a representation and informed that district police is yet to arrest prime accused even after three months. Expressing displeasure over the district police department for inordinate delay in arrest, the society demanded immediate arrest of absconding accused. Claiming that without arrest no charge-sheet can be prepared against the accused, it expressed apprehension that delay in arrest may create hurdle in legal trail proceeding. The society further appealed the commissioner home to constitute a fast track court so that accused be given exemplary punishment.

ITANAGAR, May 22: An eleven-year-old boy, Sunu Chetry, son of Shiv Kumar Chetry has been missing from Saw mill area, 2 Mile, Pasighat since April 25.

The fair complexion boy with height of 4 feet and 11, oval face and short hair was wearing jeans trouser and green colour sporting shirt, informed Pasighat Police.

AAPETA reiterates demand

ITANAGAR, May 22: The All Arunachal Pradesh Elementary Teachers Association (AAPETA) has reiterated its demand of not deducting the one day salary of state government employees as decided by the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) for Nepal earthquake victims.

In a release, it expressed apprehension that the one day salary if deducted will amount to crores of rupees and would not reach the actual victims.

Further deduction of salary is a clear cut violation of the CCS rule and if this trend goes on with salary deduction every now and then, it will open ways for corruption, it said adding that the donation may be done through individual contribution.

 

Benefits under JSY provided

CHANGLANG, May 22: The pending benefits under Janani Surkasha Yojna (JSY) of Changlang district were provided to the beneficiaries today.

A total of 190 beneficiaries out of the total 287 were paid in cash while rest nine were given in cheques.

Earlier, the documents of the bonafide beneficiries were checked at a camp organized at CHC Bordumsa under the supervision of DMO and DRCHO Changlang on May 19.

The identification of each beneficiary was verified by Dr.S.Chai Pul, DMO and Dr.Tope Yomcha, DRCHO. DIPRO

 

ASHA training conducted

ITANAGAR, May 22: A daylong ASHA facilitators training on ASHA functionality indicator reports and ASHA incentives was organised by District Health Society, Yupia at Naharlagun.

Resource persons of the training were Debojit Borah, consultant Regional Resource Center, Guwahati, Dr. Tania Raju, District ASHA Nodal Officer, Yupia and DCM J Pertin.

The training was chaired by DMO Papum Pare, Dr. Senlar Ronya and attended by DRCHO Kipa Tuglik, Asha facilitators and Block Community Mobilisers of Papum Pare district were trained.

 

Capacity building prog on disaster management conducted

ITANAGAR, May 22: A two-days capacity building programme on disaster management was organised by the department of disaster management, Anjaw at Hawai and Walong circles on  May 18 and 20 respectively. All Gaon Burahs, PRI members, public and Govt staffs of the circle attended the same.

Addressing the gathering on the occasion, Deputy Commissioner N. Ete  urged  the  stakeholders to stay informed and prepared for any eventualities in the district to minimize the loss of precious life and property.

Through a power point presentation, Anjaw DDMO S. Tayang explained about the causes and effects of earthquake. He informed that earthquakes do not kill people but unsafe buildings do so.

 

Social service conducted

ITANAGAR, May 22: The members of Reunited Club, Dumporijo  have  conducted a social service  cum awareness programme  on cleanliness at  Dumporijo town recently.  

During the social service, the members cleaned the market area of Dumporijo town besides conducting cleanliness drive in and around ADC, Dumporijo, PWD office, RRB, Police Station and Dumporijo playground.  They also cleaned the market area and disposed off the garbage.

lDr. D.Saikia, MO  incharge, CHC, Dumporijo and shopkeepers also participated in the social service and appreciated the members of the club for their good deeds.

 

MLA demands Police beat office at Hospital

PASIGHAT, May 22: Pasighat MLA Kaling Moyong called on SP Devendar Arya to open a police beat office and to deploy police personnel inside the Pasighat General Hospital compound for the safety and security of doctors and staffs on duty and visitors as well.

Moyong appealed the police authority to act promptly with an iron hand to apprehend and award exemplary punishment to the anti-social elements, so that no one dares to repeat unwanted activities in future. At the same time, he made a fervent appeal to the people to cooperate with the administration in containing crimes in the township.

Seminar on RTE Act

DAPORIJO, May 22: Upper Subansiri District Institute of Education and Training (DIET) has conducted a seminar on the 'Role and provisions of RTE Act, 2009 and child entitlements under RTE Act here on May 19.

Senior lecturers T.V Srinivasan and D. P Diwakar also spoke, while the second semester PSTE course students presented their papers.

All the faculty members and fourth semester students were present on the occasion.

 

School freed of encroachers

NAMSAI May 22: The District Administration of Namsai has evicted the encroachers from school land at Solungtoo-II under Lathao Circle on May 22. The eviction drive was carried by N. M. Das, ADC cum Estate Officer Namsai, Ribi Karlo, CO cum Executive Magistrate, Lathao and assisted by APP police personals led by SI, Namsai Police station.

Around 2000 Tea saplings planted by encroachers on the notified school land and the bamboo fencing erected were totally uprooted and dismantled accordingly in presence of GB, Public Leaders, PRI Leaders and School Management Committee.

The demarcated school land has been handed over to the School Management Committee by District Administration with an advice to dig boundary trenches around the school land and keep the land protected for the benefit of the school children for which the land has been notified by the Government.

 

15-member SAA Board constituted

ITANAGAR, May 22: Chief Minister Nabam Tuki, who is also the president of Sports Authority of Arunachal (SAA) has approved the constitution of a Board of 15-members of the Authority (SSA) to be effective immediately.

Meanwhile, SSA Chairman Gora Makik has sought cooperation from all to realize and give a shape to the programmes and policies of the government for development of sports in the state, especially at grassroots level. He also called upon all the registered state sports associations to come forward with composite plan and proposal so that a sports environment can be created in the entire state. DIPR

35 million children need care and protection: Kanth

Workshop exposes low priority on child protection in Arunachal

ITANAGAR, May 22: Around 35 million children in India require care and protection and need to be socially integrated back home, Delhi Commission for Protection of Child Rights (DCPCR) Chairperson Amod K Kanth said here today.

"There are ten different categories of children required to be taken care of by government and organisations through Integrated Child Protection Scheme (ICPS) under the Juvenile Justice Act (JJA) 2000," Kanth said while addressing a day-long workshop on JJA (Care and Protection) with special emphasis on ICPS.

Citing official data, Kanth, who is also the former DGP of Arunachal Pradesh, said that around 27-30 lakh IPC crimes were committed annually in India, of which around 38 thousand relate to children.

"Out of this, about 3-5 thousand serious crimes are committed by children," he added.

Kanth, also the general secretary of Delhi-based Prayas Juvenile Aid Centre (JAC) Society further said that after the Nirbhaya incident, where an accused was a juvenile, there was demand from across the country to make necessary amendment in the Juvenile Justice Act to bring down the age of juveniles from 18 to 16 so that trial for serious offender could be done in normal court.

He also added that 98 percent of children who are covered under JJA are non-offenders and they are happened to need of care protection, and legally entitled to get rehabilitation, development and social integration opportunities.

Stating that the components of ICPS were just an extension of the JJA, the former cop said that component of grants for implementing ICPS in NE states include 10 per cent share by the state government and 90 per cent from the Centre.  Referring to improper implementation of ICPS in the country, he reasoned that because of low budget, child protection scheme is a low priority in the country.

"As per the JJA, every district in the country should constitute Juvenile Justice Board (JJB) and Child Welfare Committee (CWC).

The judge for JJBs will be appointed by High Court," he said.

Stressing on the need to appoint child welfare officer and juvenile welfare officer in each police stations, Kanth said that ICPS is a powerful scheme for the children in need of care and protection which, is integrated with legal process. He further stressed on role of the state government to be taken care of juvenile, and said that the state government has a legal responsibility to take care of them by creating proper infrastructures.

Kanth also expressed concern about the presence of only one child helpline among 20 districts of the state and urged the voluntary organisations to play an important role in implementing ICPS in the state.

In his address, IGP Nobin Payeng outlined the role of police in dealing with juvenile crimes and children who are in need of care and protection. Payeng also disclosed that Special Juvenile Police Unit in Arunachal is in paper only and there are no proper infrastructures on the ground.

Speaking at the workshop, ICCW state unit President Jarjum Ete called for the need to educate people about how traditional tribal practices often go against Indian laws. "Often, parents end up performing wedding rituals for 15-year old children who have eloped", she said. Ete added that "unfortunately such practices end up violating laws ". She also said the practice of adopting children illegally in the state needs to be stopped.

Earlier, general secretary of Indian Council for Child Welfare, Arunachal Pradesh unit Mepung Tadar Bage said that in Arunachal Pradesh except for the constitution of JJB and CWCs, the ICPS was not fully implemented.

"Under the ICPS, Arunachal Pradesh State Child Protection Society was registered during June 2012 but no further headway was made," she pointed out.

She said, as per the annual report of the Arunachal Pradesh State Commission for women (APSCW), CWC of Capital complex and Childline Itanagar, there is a growing rise of children in need of care and protection.

"One the most disturbing and a major violation of child's rights is the practice of child marriage which is a norm in many tribes and groups and continues to be so. The total number of child marriage cases as per APSCW from 2011 to 2014 is 49 cases," she pointed out.

"Although there has been a decline with the prevalent laws and Women Commission at its service the state still has many challenges in ensuring the rights of the child.

The State Commission for protection of Child rights is appendage to the State Commission for Women," she said.

"In Arunachal Pradesh child right has been a priority to a certain extent in the field of education and medical facility, however there are many children who still not have the basic rights, a safe home, right to childhood, right to be safe, right to be protected from harm," she added.(with inputs from PTI)

 

Recommendations from the house to GOI and Govt. of Arunachal Pradesh

1. Establishment of State Commission for protection of child rights

2. Age limit defining a child should remain intact as 18.

3. Implementation of ICPS in the state.

4. Observation homes, special homes, child shelters, children's home should be established in the entire state.

5. CWC, JJB members, Special Juvenile Police Unit, Child Welfare Officers, Probation Officers should be trained on regular intervals on child rights.

6. Fund allocations should be given highest priority for implementation of JJ act.

7. Fund allocated for ICPS should not be diverted for other purpose.

8. At least ten child help lines should be started in the state.

9. Establishment of legal aid clinics for juveniles in conflict with law.

10. State government to request UNICEF to support implementation of JJ Act for the protection and promotion of child rights.

 

 

Angry villagers over run Kamba power station

ITANAGAR, May 22: Outraged at the  death of four persons at Wak village under Aalo West Constituency in West Siang district by electrocution on May 19, the angry villagers reportedly ransacked the Kamba power station and uprooted the 11 KV line electric poles between Wak and Kamba on Wednesday leading to disruption of power supply in entire Kamba Sub-division. It is said that Kamba power sub-station is drawing power from Aalo (23 kilometers away) and the 11 KV line passes through Wak village. Sources from Kamba informed this daily that more than 20 people armed with sticks and iron rods forcibly barged into the Power station and went on rampage by damaging the machines.

Agitated villagers have accused the department of sheer negligence which led to the dead of four innocent persons.  Sources added vandalisation has put the entire Kamba Sub-division into darkness and damaged was done in to such a extent that restoration of power supply may take months.  

Expressing shock over the turn of event, Hirik Hiru Students Union (HHSU), Kamba today termed the development as totally uncalled for. In a press statement, HHSU stated the villagers should know that examination is going on at Kamba College. However, the union expressed heartfelt condolences to the bereaved families and appealed to the villagers to maintain peace and tranquility and not to resort violence out of anger. Further it demanded the department to immediately restore the power supply.

Meanwhile, various organisations such as Paktu Ao Youth Welfare Association, Paktu Ete Bango, Bene Wak Action Committee, All Aalo Welfare Association, Pushi Bango Welfare Society and Students Union, Ori Welfare Society, District Mahila Congress Committee, APWWS Aalo Unit and others staged a sit in dharna against the tragic incident in front of DC Office at Aalo on Thursday. The organisations held the department responsible for the incident and demanded for immediate suspension of the officers responsible for leakage of 11 KV line which killed four people. It also demanded the authority to provide relief to the injured person during the incident. DC had constituted an enquiry committee for thorough investigation of incident.

 

 

New catfish discovered

ITANAGAR, May 22: A new catfish species "Glyptothorax mibangi" has been found in the state by a team of ichthyologists from Rajiv Gandhi University.

The team headed by Prof. Debangshu Narayan Das discovered the new catfish from Tisa River in Longding district. It is being preserved in the Rajiv Gandhi University Museum of Fishes.

The species has been named after Prof. Tamo Mibang, Vice-Chancellor of Rajiv Gandhi University, Doimukh, whose patronage has continually been extended to freshwater fish research and conservation in eastern Himalayan region of India.

The details of the discovery have been published in ZOOTAXA, a New Zealand-based mega-journal for zoological taxonomists in the world.

 

 

De-addiction camp starts

CHANGLANG, May 22: A free opium de-addiction camp organized by District Health Society, Changlang and supported by the district administration began here today.

Twenty out of the 62 addicted persons scrutinized from different parts of the district by a team of doctors from the District Hospital have been selected for the camp.

Informing the health department's de-addiction efforts, District Medical Officer (DMO) Dr Chai Pul appreciated Changlang Police for providing enough security, who will keep watchful eyes on the persons undergoing de-addiction round the clock.

All necessary supports and medicines required for the camp are being provided by the District Administration.

In order to make the de-addiction camp more effective, the DMO requested HODs, Programme Officers of District Hospital, NGOs to participate in the camp and provide counseling for those attending camp and about departmental beneficial schemes for them.

The DMO informed that follow up action of the addicted persons will be taken strictly by asking them to submit report periodically to their respective Medical Officers and ASHAs for check up. DIPRO

 

 

Centre assures to increase minority blocks in state

ITANAGAR, May 22: The Centre has assured to increase the number of minority blocks in Arunachal Pradesh to expand the outreach of the schemes of the Multi Sectoral Development Programme (MSDP) under Union Ministry of Minority Affairs.

While discussing the matter with Union Minister of Minority Affairs Najma Heptullah at New Delhi yesterday, Minister for WCD Wanglin Lowangdong requested the Union Minister to create 22 more MSDP blocks in addition to the existing 26 blocks to which Heptullah assured that the request would be considered after review.

Lowangdong highlighted the need to introduce more schemes under MSDP to uplift the condition of the inhabitants in these blocks.

It may be mentioned that MSDP is one of the leading programmes covering development of all sectors in minority areas.

In another development, Lowangdong called on Union Minister for Women and Child Development (WCD) Maneka Gandhi and had discussions regarding schemes like the Integrated Child Development Scheme (ICDS) and others. He apprised the Union Minister about the difficulties encountered by the State Government in implementing the Child Development Projects and schemes. He requested the Minister to sanction fund for the procurement of vehicles for the different ICDS blocks for easier mobility due to the difficult terrain and the concentration of far flung areas in the State.

Lowangdong emphasised the need for creation and sanction of new ICDS blocks and also appealed for continuing the allocation of fund to WCD department without any curtailment mentioning that the present 90:10 share must be continued in view of the unique development challenges confronting this frontier state. Lowangdong also called on Union Minister of Tribal Affairs Jual Oram and appealed for increasing the allocation for Arunachal Pradesh by the Ministry.

Lowangdong mentioned that Arunachal Pradesh being a cent per cent tribal state should get due benefits towards improving the overall conditions of the local populace. He also appealed for the establishment of another Eklavya Model Residential School (EMRS) in the state under the aegis of the Union Ministry of Tribal Affairs.

Oram was positive and assured that he will expedite the matter. Lowangdong also invited the Union Minister to inaugurate the already established EMRS/ Eklavya School at Lumla in the Tawang at the latter's convenience.

In yet another meeting with Union Minister of Social Justice and Empowerment Thawar Chand Gehlot and senior officials from the Ministry today, Lowangdong requested the Ministry to allot projects for the benefit of the disabled and physically handicapped citizens of the state. He opined that in order to facilitate citizen's services to the disabled and handicapped people. Deputy Commissioner offices in all districts should be equipped with facilities like special ramps, wheelchairs among others. To this end, Lowangdong requested the Ministry to provide funds for the same.

They also discussed the possibility of establishing Old Age Homes, Drug De-Addiction cum Rehabilitation Centres, Homes for Mentally Challenged among others.

The Union Minister mentioned that he was specially committed for the overall development of Arunachal Pradesh and would offer all help and support from the Ministry.

 

 

ASH staff nurse Rewati receives National Florence Nightingale Award

ITANAGAR, May 22: Rewati Jeram, a staff nurse at Arunachal State Hospital (ASH), was honoured with National Florence Nightingale Award in recognition to her service to the humanity with devotion, sincerity, dedication and compassion.

She received the Award from President of India, Pranab Mukherjee on the occasion of International Nursing Day May 12 last.

The National Florence Nightingale Award, established by the Union Health Ministry, is given to the outstanding nursing personnel employed in Central/State/UTs.

She has always dreamed to be a nurse since her childhood. Fairy tales about Florence Nightingale and Mother Teresa made her determination even stronger to serve the poor and needy. Her determination did not die down even after her marriage. She joined the ANM Centre at Pasighat.

On being asked if she needs any kind of recognition from the society in return of her selfless services, she says, "God has rewarded me with a small but beautiful family". Rewati belongs to Assam and married to a Tagin gentleman from Daporijo, Tayi Jeram, Deputy Controller, Legal Metrology. They are blessed with three responsible daughters- a doctor, an engineer and a lawyer.

 

 

Mithi calls for codification of Tribal Customary Laws

ROING, May 22: "Codification of Tribal Customary Laws is a must", said Mukut Mithi, Member of Parliament (Rajya Sabha) at Bolung Musup today.

He was attending a seminar "The Role and Importance of Gaon Burah and Banggo Secretary" by the Kundung Banggo Gaon Burah Kebang at Bolung Musup.

Mithi said that codification of customary laws is a must to maintain uniformity in delivering justice in all places equally. In his speech, he emphasised on preserving and enriching the customary laws which is very effective in dealing with many civil and social problems in our state.

He further informed that the Assam Frontier (Administration of Justice) Regulation Act, 1945, which is enforced since the British Govt. empowers the GBs with administrative,  judiciary and policing powers and our Gaon Burahs had been living up to the Act by maintaining law & order and delivering justice since pre-independence. It should be preserved and further strengthened, he added.

Bassu Perme, former Dambuk MLA and pioneer of 'Adi Kebang Ayon' speaking as the resource person on the topic 'Traditional Kebang (Community Meeting) systems and its inception and evolution with reference to Adi Kebang System' quoted Verrier Elwin that, 'the Assam Frontier Regulation Act 1945 does infact give the Tribal Councils very wide powers for it is recognised that they will function and inflict punishment or order compensation according to their customary laws'. He suggested that more preference be given to Customary Kebang System as it is the most reliable, impartial and affordable system of justice delivery.

He further said that Adi Kebang Ayon, a set of Adi customary laws published in 2003 which was released in the Adi Baane Kebang Conference at Tuting in 2014 should be preserved and strictly followed. Stating that the Adi Council Hall will pave a new path in the preservation and development of our age old tribal customary laws by the GBs, Perme lauded Mithi for funding the construction of the hall. He also highlighted how the Kebang System came into existence in the Adi Society by narrating the place of settlement/migration of the Adi People since time immemorial.

Among others, Abu Saring, General Secretary ABK, Lower Diabng Valley Unit, Atet Pertin, legal expert, Martin Lego, General Secretary, Adi Cultural & Literary Society, LDV, Getom Borang, Vice President, Central ABK also spoke on the various issues related to the Kebang system.

Earlier, Mithi inaugurated the Adi Council Hall at Bolung funded under MP(RS) LAD Fund in the year 2013-14 which was followed by avenue plantation.

He was accompanied by Sipi Elapra Linggi, Zilla Parishad Chairperson, Rajneesh Gupta, IPS, SP, Roing, Inju Linggi, President, IMCLS, Chiliko Meto,  former ZPC. All GBs, Banggo Secretaries, PRI members, public leaders and village elders of Kundung Banggo were present on the occasion.

 

 

International biodiversity day celebrated at Ziro

ZIRO, May 22: The Biodiversity Management Committees from Aalo, Roing, Daporijo and Ziro  have jointly celebrated the International Day for Biological diversity at Abotani hall here today.

Addressing the gathering Deputy Commissioner Kamki Darang exhorted the participants to be fore-runners in protecting nature and create awareness amongst the public about the importance of maintaining balance between man and nature.

Extending gratitude to the Arunachal Biodiversity Board and National Biodiversity Authority, Chennai for selecting Ziro to promote biodiversity conservation, he said that the Ziro Plateau can be an apt example for nature conservation.

Trees more than 100 years old are preserved and treated sacred, a single tree felled is replaced by planting another two trees, NGOs in the plateau are working hard to conserve nature he informed and appealed for imbibing these practices throughout the state. He also suggested for replacing the slash and burn practice of agriculture with permanent practices by cultivating cash crops.

Nyilang Tam, Member Secretary, Arunachal Pradesh Biodiversity Board dealt in detail on Biodiversity for sustainable development, the theme for this year's International day for biological diversity. The valued biodiversity of our state is diversely distributed in the areas under the dominance of ethnic communities who use the biodiversity as their prime source of food and other economic activities.

Although they have their indigenous way to conserve and harness the bio resources but with the increasing dependence to meet the growing population there is a need of scientific intervention in the ethnic practices, Tam said pointing out the role of the Arunachal Pradesh Board of Diversity in creating awareness about the importance of the biodiversity.

The technical session saw presentations from Dr B. Sinha, Head of Office, Zoological Survey of India, Rubu Bukar, Chairman, NCDMS, Dr L R Bhuyan, Scientist, SFRI Itanagar and Dr Gyati Yam, Research Scholar, NERIST.  Endangered species: perspective to Ziro valley, floral diversity of Arunachal Pradesh and biodiversity conservation through community based natural resources management in Apatani community were the few topics that have been discussed during the technical session.

The prizes  to  the winners of drawing competition held at VKV Ziro on the occasion were also distributed. Later BMC members from other districts were taken around Ziro for field visit.

The programme was attended by ZPM Nichi Punyo Paya, ZPM Nitti Tilling Sambya, ACPs, students, goan buras , NGO representatives and  general public.DIPRO

 

 

RGURSF demands recruitment of Asstt Professors as per UGC norms

ITANGAR, May 22: A delegation of the Rajiv Gandhi University Research Scholars' Forum (RGURSF) today  called on Education  Minister  Tapang Taloh and requested him to recruit Assistant Professors as per the UGC norms.

In a memorandum to the  Education Minister, the Forum informed that the numbers of students are increasing every academic year, but the number of the teaching faculties in every department has remained constant without any alteration, the Forum maintained.

The Forum also demanded for early implementation of Rashtriya Uchhtar Siksha Abhiyan( RUSA) in the state so that that unemployed youths with NET/SLET and doctorate holders can be engaged.

While appreciating the Govt, particularly the education department for introduction of Anthropology discipline in the government colleges, the Forum demanded immediate recruitment of faculties in the department of Anthropology.  

Drawing the attention of the Govt over non-availability of resources in the state libraries, the Forum also requested the Govt to recruit only professional candidates like BL.Sc and ML.Sc holders. It further requested the education department to ensure availability of all the published and unpublished materials in the state libraries and the state archives for the research scholars and other interested individuals at large.  

The team was accompanied by the President AAPSU, Kamta Lapung.

While responding to the memorandum the minister  informed the Forum that the Department is immediately going to recruit one Assistant Professor for the Anthropology and Sociology respectively before the start of new academic session, 2015.

The minister also assured to look into the demand for recruitment of assistant professors in other various disciplines with due consultation of the CM. He also assured to initiate all the matters related to proper implementation of RUSA and the problems of the state libraries simultaneously, the Forum claimed.

 

 

Early release of remaining fund for Community Hall demanded

RUKSIN, May 22: The Pasighat West MLA along with officials of the implementing department (PWD) inspected the reconstructed Community Hall at Ruksin village in East Siang recently.

MP Ninong Ering had granted Rs 10 lakh under his local area development fund while local MLA Tatung Jamoh provided another Rs 5 lakh for completion of the building. The community hall was fully reconstructed after dismantling its earlier SPT building.

Officials informed that about 30 percent of the MP's fund and the local MLA's share meant for community hall reconstruction is yet to be released. The Anchal Samiti Member of Ruksin, Nalen Jonnom and contractor concerned demanded both the  MP and MLA for early release of the remaining payments.

Obstacle in development

Often people of Arunachal blame politicians and government officials for underdevelopment of the state. It is very convenient for them to pass bucks without ever trying to assess their own contribution in slowing down the development process. Recently a news item which was carried in local media seriously questions the role of citizen in the developmental process. As per the report, locals of Yupia stopped the transport bus service from Naharlagun railway station to Banderdewa and Chimpu.

They stopped bus service claiming that it infringed upon their employment opportunities. Locals started providing taxi and auto service which reportedly is very costly and out of reach of the common men. Due to lack of availability of bus service the railway passengers are suffering. Such behavior is against the spirit of development. Just because they are land donors, the locals have no right to stop the public bus service. It is seen that whenever any development project comes up, the locals in the guise of land donors creates trouble. Such kind of incident has been reported from various parts of state. Instead of becoming partner in the developmental activities, they become big obstacle.

The painted train

Dear Editor,

Through the column of your esteemed daily newspaper, I would like to bring the kind notice of Suresh Prabhu, Union Minister for Railways to the following facts.

The people of Arunachal Pradesh feel very happy & proud when the State has been linked in the Railway map of the country by inauguration of train services front Naharlagun to Guwahati and Naharlagun to New Delhi by Narendra Moci, Prime Minister on the occasion of A.P. Statehood day at Itanagar on 20th February 2015.

But, the reality is far different from what we see. The trains that were provided by the railway Ministry are outdated, unhygienic and not safe to travel. The old trains were painted just to give a new look and started giving service on the said route. It is really very surprising that the Union Railway Ministry totally overlooked the long waited dream of the people to have train connectivity with introduction of old train. The train service is the cheapest form of connectivity for the common people and the corridor for the international and national tourists visiting the State. But running such old & outdated trains on a new line clearly indicated the negligence of the present Central Government towards North East region and its people. How people will travel on such an unhygienic and outdated train having no facilities, whereas trains services in other States excluding North East region have new trains with all the modern facilities and proper maintenance of hygiene.

Till date, the innocent people of this State are not aware of the fact, but if the present Central Government will continue to have such attitude towards us, the people should come together to voice against the Central Government to check the quality of our permanent assets of all sorts of communication in the North East region in general and Arunachal Pradesh in particular.

1 appeal all to come forward for the cause of the well being of the common people and for the development of the State by using social media for constructive and suggestive comments instead of misusing the social media for individual attack and to create communal hatred.

An open letter to the Chief Secretary

Dear Editor,

Will your good office adequately activate and evolve the official machinery please to put in place a full proof system for free and fair conduct of APJIEE (Arunachal Pradesh Joint Entrance Examination) and all other written examination under the govt, of Arunachal Pradesh, to encourage talent, excellence in every field and uphold the spirit of natural justice.

Befitting decisions and actions may be taken in the backdrop of the following prevailing circumstances and developments:

The infamous APPSC scandal has shook the faith of every sensible citizen. Mere mention of it to the next generation sends a chilling cold down the spine.

The exit of an efficient, upright and organized officer from the post of   Director      due  to retirement has created a void in the directorate of Higher and technical education. His successor and team will have to prove their mettle in the days to come.

Recent NEET & II 2015 was well conducted and organized. But leakage of Question paper in the PMT-2015 of central govt, has been reported, and perhaps re-conduct of the exam is in the offing.

Rampant mis-use of mobile/tablet internet in various examinations viz. CBSE Class X-XII, written exams for various govt jobs has been observed.

There is apprehension of misuse of electronic gadgets and internet, in the ensuing APJEE-2015 and mis-management of the whole process of exam and selection.

In view of insufficient tangible and concrete steps taken in this regard so far except constitution of A.P. Technical Education council, I appeal to take immediate short term and long terms actions & measures.

An arrest that was not needed

Dear Editor,

Through the columns of your esteemed daily, I want to vent my anger at the way my father was treated and arrested by the Arunachal Pradesh Police at Changlang, on May 13 based on an FIR filled by 14 Assam Rifles.

My father is Gaon Burah of New Changlang and there is no FIR against him or the village. There is an FIR against GB, New Longri and this village does not exist. This clearly shows that the Police have not done its homework well. The Officer in charge of Changlang Police station  should have done his investigation well before sending my father to the lock up.

It is sad and disturbing that Police did not think twice before mentally and physically harassing a well respected Gaon Burah of the district.

Such act needs to be condemned by all sections of society. Now, who will compensate for the pain and trauma my father and others went through because of the over enthusiastic police?

Calls from fake SBI authorities

Dear Editor,

Yesterday a call came in my cousin’s cell phone from an unknown number (7091340117) claiming himself to be an authority of State bank of India(SBI). The mobile application, call detector, suggested that the said fake SBI authority called from Bihar.

He asked my cousin the VC number and other details of ATM to which my cousin innocently furnished out of fear for the cancellation of his SBI’s saving account. Consequently, all his money was washed away from his saving account.

I request the people of Arunachal to stay away and do not entertain such fake calls as SBI do not call his customer in any circumstances. Moreover, I request all the Banks and concerned government authority to create awareness among people through local media and banners for the said reason.
